Thinning of hair

Hi, i'm 21(male) and i've noticed gradual thinning of my hair all over not just the hairline. My dad and his family have hair loss problems plus I had a weird situation where as i'm told. I got my hair at the age of 4-5 and that too after getting bald 3-4 times. Since then, i have never had a full thick flock of hair but that which is barely passable. Am I going bald?
